Will I be charged for a Deactivated User?

Yes, deactivated users are still chargeable.

The deactivated user status is to be used when a User temporarily needs to be deactivated in order not to have Trainings nor functions assigned to him/her. For example, when a user will be on a temporary leave due to maternity, illness, or other. 

If you don't wish to be billed for them you need to delete them. Once a User has been deleted the user can be restored from the Deleted Items section.
