Can an Obsolete Standalone Risk Assessment be reopened?

When a Standalone Risk Assessment has been set to Obsolete, unlike with Obsolete Documents, it cannot be reopened. 

This is demonstrated by the fact that next to the status there is no downward arrow to indicate the Risk Assessment cannot be reopened:

 

 

In this case, from a QA perspective, the best option would be to create a new Standalone Risk Assessment.
