When using "Move all ongoing items," only users who meet all of the following criteria will appear in the list of available target users:
- Groups — The target user must have all the same groups enabled as the original user. They can belong to additional groups, but every group the original user is in must also be enabled for the target.
- Modules — The target user must have access to all the same modules as the original user. They can have access to additional modules, but every module the original user has must also be enabled for the target.
- User role — The target user's role must be the same as, or higher than, the original user's role. For example, you can move ongoing items from a Regular User to an Administrator, but not from an Administrator to a Regular User.
If even one of these conditions isn't met, the user won't show up as an available target.
