The contents of the CAPA Action Tab depend on whether or not Actions were added to the CAPA.
There are 2 types of CAPA Actions: Custom Actions and Update Document Actions. These can only be added to the CAPA while in Created or Implementing status. More on this here:
If no Actions have been added to the CAPA while it was in Created or Implementing status then the Actions Tab will look like this:
If either Update Documents Actions or Custom Actions were added while the CAPA was in Created or in Implementing status then the Actions Tab will look like this:
