How does the Allow to Override functionality work when configuring Turnaround Times?

This feature is currently only available in your validation environment

When configuring Turnaround Times in the Documents module it is possible to:

• Allow users to override in Document Type settings - this will allow a user (with the relevant permission level) to update the Turnaround Times at a Document Type level. 
• Allow users to override in Documents settings - this will allow a user (with the relevant permission level) to update the Turnaround Times at a Document Type level.  Furthermore, it is also possible to enable this setting from within the settings of a Document Type.
